Rosewood also has the fire department, which gives powerful armor (although it also slows a person down. Probably useful at least for new players though). I'm not sure why you bring up the prison at all. It's outside of the city, and a place you never have to go to. I don't think the police station is a big deal.

As for buildings being very tall, pretty sure the game is limited to 6 or 7 stories. that is fine with me. Personally I enjoy West Point the most, and I consider Muldraugh to be more difficult. In West Point I can easily pull away hordes and lose them, and going to the housing areas is usually manageable zombie-wise.
